I begin by paying my respects to the Gadigal peoples of the Eora nation, the traditional owners of the land where we gather today. I pay my respects to your elders, to the ancestors and to those who have come before us. And thank you, Alan Madden, for your generous welcome to country for all of us.

In some ways I think I have been asked to teach my grandmother to suck eggs (though I am sure my own venerable forebear did no such thing!). I would say that there is no industry more skilled in the art of disability discrimination than the insurance and superannuation industry. Before you decide I am irretrievably biased against your work let me explain that, of course, I understand such discrimination is the basis of your enterprise.

I would like to open today by reading you part of an e-mail that a work colleague of mine received recently from a young Australian woman in her early twenties, who recently completed her Bachelor of Communications degree from UTS in Sydney. As it happens she also holds Polish citizenship and is currently visiting her grandparents in Warsaw.

Despite its rather grand title, this presentation will be a relatively modest attempt to set out the key challenges for human rights in Australia as I see them at the outset of my term as Human Rights Commissioner. Let us begin with a quick survey of the state of human rights internationally and in Australia today.

I accepted the invitation to make this Oration and come here tonight with some trepidation: The person being honoured tonight, Dame Roma Mitchell, was the first federal Human Rights Commissioner and this is the territory that has known the powers of persuasion, conviction and commitment of the best human rights minds in the country, including Dame Roma Mitchell herself. Yet I reminded myself that we are both cultivators in the same vineyard, albeit that I both lagged behind her and sought to learn from her. My work today is made easier by the clear and decisive path cut out by my predecessor.
