Introduction The Western Australian Electoral Commission (the Commission) has adopted the following Plan to ensure that people with disabilities can access the Commissions services and facilities. The Plan is subject to ongoing review and will be amended as priorities and needs change. The Disability Services Plan includes: a policy statement about the Commissions commitment to addressing the issue of access for people with disabilities, their families and carers; information on the Commissions customers, facilities and services; the identification of objectives and strategies to overcome barriers that people with disabilities identified or confirmed through the consultation process; expected timelines and persons responsible for the proposed strategies; a method of review and evaluation for the Plan; and information about how the Plan is being communicated to staff and people with disabilities. The Commission is a small organisation which operates with a full time staff compliment of 35. This increases significantly in the lead up to State General Elections which are held every four years and peaks at approximately 5500 on Election Day. Different levels of casual staff are also employed between State General Elections to assist in the conduct of Local Government and other types of non-Parliamentary elections. While enrolment of electors on the Electoral Roll and various other electoral related services are core daily functions and form an important part of our services, the preparation and proper conduct of major elections is a critical function which has the most obvious and direct impact on Western Australian electors, (including electors with disabilities). The major focus of this Plan is on improving access to electoral services for people with disabilities through provision of appropriate and relevant electoral information and encouraging them to participate in the electoral process by enrolling and voting at future State Elections (the next is due prior to 22 May 2001). 2. Access Policy Statement for People with Disabilities, their Families and Carers. The Commission recognises that people with disabilities are valued members of the community who make a variety of contributions to social, economic and cultural life. The Commission is committed to ensuring that every effort is made for people with disabilities, their families and carers to be able to access the range of Commissions services and facilities. It is also committed to ensuring that people with disabilities and their representative organisations are given the opportunity to participate in a consultative process which enables ongoing contributions to the identification of access barriers and the development of improved electoral processes. The Commission is committed to achieving the following outcomes: Outcome 1. Existing services are adapted to meet the needs of people with disabilities. Outcome 2. Access to facilities and buildings used is improved. Outcome 3. Information about services and facilities is provided in formats that enhance the communication needs of people with disabilities. Outcome 4. Advice and services are delivered by staff who are aware of and understand the needs of people with disabilities. Outcome 5. Opportunities are provided for people with disabilities to participate in public consultations, grievance mechanisms and decision making processes. Detailed strategies and timelines for dealing with the barriers identified are outlined from page 7 onwards. 3. Responsibility for the Planning and Consultation Process The Commissions Senior Policy Officer is responsible for the ongoing development of the Disability Services Plan in conjunction with the Commissions Disability Services Planning Committee. The Disability Services Planning Committee comprising the Manager, and Senior Policy Officer - Election Services, Manager - Enrolment and Community Awareness and three representatives of people with disabilities is responsible for overseeing, monitoring and contributing to the development and implementation of the Disability Services Plan and ensuring an appropriate level of consultation occurs with people with disabilities. 4. Commission Customers The Commission has a wide customer base which includes the majority of the citizens of Western Australia. There were 1,119,992 eligible electors registered on the Electoral Roll for the December 1996 State General Election and others such as students under the age of 18 who are involved in various education programs provided by the Commission and also a number of eligible electors who have not formally registered. Registered electors represent approximately 60% of the total population of the State of Western Australia. Other major customer groups include Members of Parliament, State and Local Government agencies, political parties, candidates, industrial unions and employer organisations and statutory electoral customers. Customers with Disabilities It is known through an ABS Survey of Disability and Handicap in 1993 that 18.2% (300,000) people in Western Australia indicated they had some form of disability. 62,000 are severely or profoundly handicapped as a result of their disability. More recently in the Disability Counts publication it has been predicted that the number of people with disabilities will increase to approximately 600,000 in Western Australia by the year 2021. Based on the current figures, and by comparison to the eligible electors in the general population (ie. 60% of total population), it could be estimated in relative terms that approximately 180,000 of those indicating a disability would be over 18 years of age and eligible to be registered on the Electoral Roll. Of this, it is estimated a small percentage of eligible electors have never been on the Roll for various reasons or have been removed from the Roll by the Electoral Commissioner, following application, where it has been demonstrated that those persons are incapable of complying with the provisions of the Electoral Act for reasons of physical or intellectual incapacity (Section 51A). Given the significant number of people with disabilities in Western Australia who are eligible to vote and also the future predictions, it is important to ensure that these people are provided with - convenient access to the electoral system; the means to easily understand the processes involved; and the means to cast their votes with the same knowledge as persons without disabilities. 5. Facilities and Services The Commission provides the following services Maintenance of Electoral Rolls including - personal and address data for electors, maintenance of electoral district boundaries, district and territory demographics and boundary re-distributions, production of jury and Local Government Rolls, roll accuracy and integrity. Conduct of Elections including - State Parliamentary elections, referenda and non- Parliamentary elections (including Local Government, Industrial Unions and other Statutory Bodies), strategic and election planning and administration, resource planning, acquisition and distribution, identification and management of polling places, candidate nomination and voting processes, vote counting and results publication. Community Awareness including - provision of an effective information service to the community through consultation, promotion, publications, Internet, brochures, reports, election advertising and public relations campaigns, and education programs and presentations. Advice to Parliament, Government and Government agencies including - liaison with, and provision of advice to Members of Parliament, political parties, candidates and Government agencies, legislative and regulatory review and development. 6. Past and Existing Services Provided to People with Disabilities Postal Voting People who are seriously ill or infirm to the extent that it precludes them from attending a polling place on election day can make application for a postal ballot paper for a specific election, once the election date has been announced. If a person is unable to read or write, or is otherwise so physically incapable of completing the initial application or the declaration and ballot papers when received, he or she may appoint an authorised witness (anyone over 18 years of age - except election candidates) to assist in the completion of those documents (Section 90 and 92). General Postal Voting People with permanent disabilities may at any time make application to be registered as a General Postal Voter. This gives those persons the ability to register their vote by post at each State and Federal General election or referendum on an ongoing basis, if that is their preferred option. Relevant ballot papers are automatically posted to the persons home address in the 14 days prior to election day. This enables voters with disabilities to complete their ballot papers at home in private, and with assistance where required (Section 93). The same provisions as outlined above for Postal Voting apply wherever a person is incapable of personally completing the relevant papers. As at March 1998 there were 3800 General Postal Voters registered in the State of which approximately 58% (2184) are registered as people with disabilities. 2211 GPVs are registered in the metropolitan area of which 86% (1900) are people with disabilities. In the country only 284 (18%) of the 1586 GPVs are people with disabilities. Hospitals and Institutions Polling places are provided in a number of hospitals and institutions to ensure that both temporary and permanent residents/patients can cast their votes on election day. During the week prior to, and on election day Mobile Polling Teams also visit a number of hospitals and a range of other institutions which are registered under the Act to enable residents easy access to the voting process. Polling Place - Blind, Visually Impaired or Those Physically Unable to Sign Any elector who is blind or is so visually impaired that the elector is unable to complete ballot papers at a polling place can be assisted by a Polling Place Official to complete the necessary papers. This must be done in the presence of a Scrutineer or, where no scrutineer is available, either another electoral officer or a person appointed by the elector. Where declarations are necessary which require a signature, the elector may make a distinguishing mark on the form which can be witnessed by the Presiding Electoral Officer. Where an elector is in close proximity but unable to enter a polling place because of physical disability, a polling official shall on request, take the ballot papers to the person for them to be completed by the elector or with the assistance of the official. (Section 129) Election Advertising Prior to an election the Commission has, and will continue to use, Information Radio as a means to broadcast election information to people who are unable to read printed material. Information is also provided in various newspapers and the Election Guide, which is distributed to every household in the State, advertising the location of polling places with the best wheelchair access and parking facilities for people with disabilities and/or mobility problems. Similar election information is distributed through the mailing list of the Disability Services Commission, Office of Seniors Interests and Office of Multicultural Interests. Powers of Commissioner to Remove the Names of Persons from the Roll. The Electoral Commissioner may remove the names of people from the Electoral Roll where he is satisfied that as a consequence of physical incapacity, mental illness or mental disorder a person is incapable of complying with the provisions of the Act in relation to compulsory voting. (Section 51A) This occurs only where qualified medical advice has been provided. State General Elections Specific services provided at the December 1996 State General Election for people with disabilities are outlined in Appendix 1. 7. Review, Monitoring and Evaluation Mechanisms The Disability Service Planning Committee will meet twice a year to review progress on the implementation of strategies identified in the Disability Services Plan. The Committee will provide input to a report on the implementation of the Disability Service Plan for the Electoral Commissioners endorsement each year and where necessary contribute information for inclusion in the Annual Report. A Disability Service Workshop will be held with Commission staff, people with disabilities and representatives from relevant organisations within three months of the completion of a State General Election to evaluate the services provided to people with disabilities and to identify possible improvements and strategies to be included in the Disability Services Plan. The Workshop will be advertised through relevant organisations (ie. via newsletters etc.) and also through the media where considered appropriate by the Disability Service Planning Committee The Disability Services Plan will be amended where necessary based on the feedback received and once endorsed by the Commissioner, will be included in the Plan. Any amendments to the Plan which have been endorsed will be submitted to the Disability Services Commission by 1 September each year in accordance with the Disability Services Act. 8. Communicate the Plan to Staff and People with Disabilities. Whenever the Plan is amended our staff, disability organisations and the Disability Services Commission will be advised and provided with a copy. Copies will also be available to the public at the Commissions front counter, our Electoral Education Centre in West Perth and to the community on request, and are available in alternative formats (if required). December 1998 Manager, Corporate ServicesELECTORAL EDUCATION CENTRE Constitutional Centre of Western Australia Parliament Place, West Perth- General access to the Centre, disabled parking and specific toilet facilities are available for people with disabilities and particularly those who use wheelchairs. Transport and parking options may not be well known.Ensure people with disabilities and representative organisations who attend the Centre are made aware of the parking and booking procedures and alternative transport options prior to visiting. Ensure signage is adequate in respect of both location and readability. OngoingManager, Enrolment & Community AwarenessPOLLING PLACES (1020 Statewide) Facilities are usually owned or managed by other Government agencies ie. Education Department - Schools or Local Government Community Centres.  A number of polling places have poor access and/or facilities for people with disabilities eg. wheelchair access, facilities for blind and/or deaf electors etc.  Conduct full audit of all likely polling places to identify any access barriers that may exist. Consult with representative organisations to determine methods for improving facilities and services for people with disabilities in polling places.
