The ACT Electoral Commission is responsible for elections to the ACT Legislative Assembly and the ACT Health Professions Boards and for providing electoral services on a fee-for-service basis to other organisations. The types of services provided for people with disabilities by the ACT Electoral Commission and the issues involved in providing those services are similar to those relevant to the other Australian electoral authorities. In particular, the ACT Electoral Commission tends to use the same polling places and procedures as those used in the ACT by the Australian Electoral Commission (AEC). As with all other jurisdictions, the restricted choice of polling place locations (usually local schools) means that it is not possible to ensure access for people with disabilities at all polling places. At the most recent ACT Legislative Assembly election, held in February 1998, 30 out of 77 polling places used on polling day were identified as suitable for access by people with disabilities. All 4 pre-poll voting centres and all 8 interstate voting centres were identified as suitable for access by people with disabilities. At all polling locations, staff are available to assist any electors who require help to vote, and electors are permitted to receive help from a person accompanying them. Electoral information was widely made available through the mainstream media, including TV, radio, newspapers and brochures delivered to all households, as well as information targeted at people with disabilities, disseminated on audio tape and print-handicapped radio. Information was also available from a telephone inquiry service and an extensive internet site. Election information was also conveyed in a range of community languages through bilingual educators, printed material, ethnic radio and ethnic organisations. Voting facilities for people unable to get to a polling place on polling day were extensively advertised, including postal voting and pre-poll voting. Special provisions are made in the ACT Electoral Act 1992 for enrolment and voting by people who have difficulty in attending polling places, signing their name or filling in forms and ballot papers. These are similar to the provisions contained in the Commonwealth Electoral Act. After the 1998 election, the Electoral Commission recommended to the Legislative Assembly that an amendment be made to the Electoral Act to permit an elector to vote outside in the proximity of a polling place if the elector has difficulty in entering the polling place (along the lines of a recent amendment to the Commonwealth Electoral Act). It is hoped that this provision will be enacted before the 2001 election. The ACT Electoral Commission is very conscious of the need to provide high quality access to the electoral process to people with disabilities. The Commission is currently revising its planning for the 2001 election, including its strategies for delivering services to people with disabilities. For example, the Electoral Commission is currently investigating options for using computers for voting and counting the votes at the 2001 election.
